1 | NYC/O/9/97/PT95 A STUDY ON FIRST TIME JUVENILE OFFENDERS PLACED ON COMMUNITY BASED REHABILITATIVE PROGRAMME Juvenile delinquency in Singapore has been increasing since the year 2001, after seeing a decline from 1995. Two pre-court diversion initiatives, the Police Caution and the Guidance Programme (GP), were developed since then for younger offenders who have committed less serious crimes, such as theft and related crimes. This study seeks to find out the intended impact of these pre-court diversions, and how the GP and Police Caution could possibly be improved.
