Those between 15 and 35 years old are considered youth by the National Youth Council.
Youth workers are those who have direct outreach with youths. These include those working in the youth sector organisations and youth wings in organisations.

Youth sector organisations serve the needs or interests of youth via activities, programmes, funding schemes and other support services. This includes organisations with youth wings or chapters that have direct outreach to youths.
Yes. The Ministry of Culture, Community and Youth (MCCY) is in charge of youth matters in Singapore.
NYC is the national body for holistic youth development in Singapore. Through programmes and initiatives such as Youth Corps Singapore, Outward Bound Singapore (OBS) and Youth Expedition Project, NYC develops young Singaporeans to become positive contributors to our society.
The NYC also initiates, funds, facilitates, develops and co-ordinates national programmes in support of youth sector organisations to create a vibrant, highly-connected and self-sustaining youth sector.

For local community service projects, you can apply for the Young ChangeMakers grant. If you are from the youth sector and looking for resources to support initiatives and projects, you can apply for the National Youth Fund.
If you are interested in doing projects that promote ASEAN youth interaction, you can apply for the Singapore - ASEAN Youth Fund. The Youth Expedition Project also supports youth from schools and registered organisations embarking on community service-learning projects in ASEAN, China and India.
The National Youth Fund also supports research projects that concern youths in Singapore and enhance current understanding of youth issues.

For programmes like the Youth Expedition Project, any Singaporean youth can participate as long as they meet the respective programme criteria. eg. involvement in the community. For other initiatives such as the Prime Minister's Dialogue, they are nominated from organisations, including those from the youth sector.
